how to amend lease to make common ground of a comdominium smoke free?

Hello,

How can we make the common ground of a comdominium smoke free? What are the legal implication when it was signed by many owners years ago, and how can we add an addendum to the folio?

SOme background : I am one of the Director of a Comdominium in Dublin, we have a pretty large common ground (green, garden, bin shed, car park) with kids playing. For the health of the kids, we'd like to make the common ground smoke free. (people will be able to smoke indoor, as per their constitutional rights) This is a secured / locked area, with an automatic gate.

The common ground is already well defined in the county Dublin Land registry lease Folio (signed by all the owners).
