Okay big prob. While putting on the timing belt the Cam shaft moved anti clockwise 1/4 and while moving it back it jumped 1/4 clockwise.
2 questions. Has this done damage to the Valves doing this.
secondly how can I tell if it’s at TDC. Looks like it’s back on the marks and all lines line up on the belt line up for the cam shaft, crank and fuel pump . Then again the cam shaft may be slightly off from my marks it’s hard to tell maybe 1degree.
    need help ASAP

Is it petrol or diesel? If it's petrol you might get away with it I'd doubt you'd be as lucky with a diesel it really depends on how fast the camshaft spun. All you can do is put the belt on cross your fingers and hope for the best. I couldn't see a descending inlet valve having enough power to push the engine off TDC. Just go for it and see how she sounds when she fires up. Get a locking kit the next time...
