Vat on scaffolding supply & erect

Quoted vat at 23% for rent on scaffolding and thought it would have been at lower rate of 13.5%. Can anyone tell me what correct vat rate is on this? There would be labour involved in erecting of this which I'm guessing would be at lower vat rate.
