Job offer - no contract 6 weeks later?

    I was given an informal job offer that they said would become formal pending completion of the usual paperwork, references etc. It is now five weeks later and I have complied with everything they have asked. Ten days ago their HR told me my contract was under review by the manager and I would get it shortly. They also asked me when I would be able to start and I responded that I have a 4 week notice period and I could start that once I get their formal offer and I can resign for my current job. Ten days later and I've heard nothing so I contacted HR asking for an update. They responded that they are waiting on one last bit of paperwork on their end. They were a bit vague when I asked if there was anything else I could do to speed up the process. I was thinking of contacting the manager directly and telling them things are very slow with HR in the hopes they might encourage some progress but not sure if that's appropriate? I just feel like things are moving far too slowly and to make matters worse I feel under pressure as my current manager keeps asking when I'm leaving (they were my reference and know about the offer).

    I.suppose .there.was.the 2.days.lost.to.the.storm.that.might.have put them.behind.and.then.the monday from the bank.holiday.lost the following week. It has caused.a lot of backlogs. Hopefully it has sorted.itself.out by now? Bit poxy about your reference predating an offer in writing subject.to.good.reference.:(

    Is Garda vetting part of the process? I was waiting 6 weeks for my pre screening, 4 of which were for the delay in that particular process.
