    What is the standing on someone using their username of a celebrity or anyone. For that example and using real photos of that person. Is this something people should not be doing?

    Depends,

    Going in to a hotel, pretending to be Garth Brooks, and getting free meals etc could considered fraud.

    Singing Garth Brooks songs in a Tribute band might not be.

    I think the op is talking about fake or parody twitter accounts and such like. Purporting to be some celebrity and using their name and picture. For example I'm sure this isn't the real James Milner.

    Nothing stopping them but they wouldn't be verified by the social media they are using and as such won't be taken seriously and presumed as a fan page.

    Now if they tried to do illegal things in the name of that celebrity that's when they would be investigated.

    Parody would likely be fair game, but one has to be careful of passing off, defamation, etc.
