Importing a Car from the UK - Long Term Disability

So I was checking out a local car dealer in my area who can source what ever type of car you're looking for and get it imported from the UK

He mentioned the Primary Medical Cert (but I applied for that a few years ago and was told I wasn't entitled to it - I was in a road accident as a child and was left with a busted hip and leg) I mentioned that I wasn't entitled to it but he still seems to think that people who are on long term disability can get free VRT when importing a car - the car I'd be getting is automatic due to my leg

Would anyone have any information on this
