Minor scrape.

    A very minor scrape between a stationary car and one taking off at a tight junction occurs. Just a bit of paint damage to the stationary car.

    Both parties at the scene are happy to get it fixed privately. Should they both still notify their insurance companies or will this affect the offenders policy?

    You are obliged under your contract to notify them. Personally I would, as I have seen the consequences when it goes pear shaped. I am aware most people don't.
