What would happen if the administrator of a family estate in probate do if one sibling buried their head in the sand and refused to provide a pps number to the probate office? Would this prevent the remainder of the estate being paid the the willing beneficiaries?

I imagine that it's primarily the revenue who want the information, it's to do with liability for CAT. It's possible that the grant of probate would be forthcoming i.e. the probate office may not prevent the distribution of the assets because of one person's obstinacy but the revenue may block the administrator/executor from disbursing a bequest to a beneficiary who refuses to provide a PPS.

If I was the administrator in those circumstances and since you say it's a family estate, I would provide the revenue with the person's name, address and date of birth and see what happens.
