Light on Neighbours house - 25 degree rule? pictures

    Hi There,
    The council development plan refers to British standards ...Site layout planning for daylight and sunlight BRE2011. I'm just trying to get my head around it, but if you would take a quick look at these shadows and pictures
    THE ROAD RUNS DIRECTLY NORTH-SOUTH...PLEASE SEE THE SHADOW LINE OVER THE LIVING ROOM WINDOWS ON THE TWO SOUTH HOUSES
    Basically when the winter sun is at it's lowest, his light would be blocked from about 11am-3pm....It's similar to what his shadow is doing to the neighbour further south. Is this 25 degree rule simple, because it seems we are passing it? THe window shown in the houses are the important living area windows. Even if I drew a line from the closest ground floor window, it would only make an angle of 22 degrees

    BRE quotes from some studies?? seem to sujest that once you are under 25 degrees to the windows, everything is ok

    Here's the Horizontal layout (The Neighbour directly south of me built his house after the guy at the end of the road built his) so he got through planning ok, with his high ridge line, Can I use that as precedent to have the height I do?
