Preliminary Tax & Tax Clearance Cert

    I am in the process of clearing up my Tax liabilities on a Rental property.  I did not file returns for 2014/2015.
    I now have these returns ready to upload to ROS along with 2016.
    The issue I have is with the 2017 Preliminary Tax. I have the funds to cover 2014,15,16 Returns, but not for 2017 preliminary tax.
    To be issued with a Tax clearance number, will I need to pay the full liability for 2017 preliminary Tax? - i.e 90% of 2016 Liability.
