Just driving by one of my permissions, stubble field is full of pigeons and crows feeding on barley that was missed or knocked over by the combine.

Is it legal to shoot at this time, or must there be standing crops nearby?

The derogation for pigeons is up until April 2018 and Crows until 31st Dec 2017 with I think a further period before the next review.

Each are associated with crop protection. Stubble is covered and not an issue and you are not required to have standing crop. Early grain plantings need protection from covids rooting for grubs as does the initial planting / seeding time
