Low water pressure

Hi all Monaghan town area new pipes where laid 2 months ago, now we are experiencing very low pressure coming from the mains for the past week.., 2 apartments without water even washing machines won't work due to low pressure in water, checked most the piping in the house no leaks and all seems ok, who do I contact with this issue? or is there major works going on? eir code h18 d68
