Gas fire insert for fireplace

We are thinking of getting a gas fire insert into our fireplace. This pipe [see attached photo] is sticking out of the floor beside the fireplace, which we assume is gas, so there is a gas connection near the fireplace. Why does the pipe come out of the floor and then back into the floor again?

Would the gas supply for the fireplace be sourced from this pipe?
