Using a megaphone in public

Are there any restrictions on the use of megaphone in public? You often see preachers and demonstrators using them. Are there specific noise limits? How would a Garda decide if these limits were exceeded if he didn't happen to have some kind of noise measurement thingy.

Can a Garda just go up to a person who is using a megaphone and order him to stop ?

Potentially, if someone was doing it so loud and for so long that they are a nuisance, then yes a Garda could intervene. It would be context dependent - a hospital at 2am versus middle of a field.

Environmental Protection Agency Act, 1992 probably deals with it. Planning and Development Acts may deal with other noise.
