A neighbor has put put a planning application but under the reference on the DCC website there's an 11 word description and that's it. Under "View Documents" it just says "No Documents". Do docs/plans get uploaded later? I presume I can see these before the Final Date for observations

    Almost certainly.

But if you are worried you can call to the planning office in person and see the documents right away.

Usually takes around 1 to 2 weeks for documents to go online. You should be able to see them for a couple of weeks prior to observation deadline.

It varies a lot between planning departments. Some are 3-4 days while others can be several weeks. Not relevant but interesting is an exception where documents aren't made visible online is if there's a security issue. For example usually anything related to the army or defence forces.

It can take a week to get the docs up. It also depends on whether it was a paper app or an e app.

Also, currently, there is only 1 person validating in DCC so I’d say all
    Apps are
Delayed in getting through the process in order to go on the web.
