Tax on Mileage

When it comes to mileage and taxation on your mileage , is it only the part in excess of the civil service rates on revenue.ie ( 4 bands) that is taxed?? Also looking at the site there appears to have been changes this year..is that good or bad for someone doing a lot of driving for work compared to what was there?
