I have a car which hasn’t been taxed the last couple of months as I’ve been living abroad. If I sell it, does the new owner have to pay the last few months of tax?

No, once the car changes owner they pay tax starting for the period they own it only.

Kind of on this topic. If you buy the car on the 15th of a month can you send off the log book and fill in that you want to tax if from the first of the next month if you don't drive it?

Just say nothing and write the wrong date on the logbook, sure the seller won't notice

    Serious answer:
You can declare it off the road within 7 days of the change of ownership. You do this online.

    Yes.
Easiest way is to check change of ownership status online on motortax website, and once it's gone through just apply for pin retrival and declare vehicle off the road.
You have 21 days from purchase date to do it.

Then next month just tax it.
