Protected Disclosures Act- is next of kin a "responsible person" ?

    In a care setting, is a disclosure of information by a care worker to the next of kin of a patient a protected disclosure under the protected disclosure act 2014?

    The act protects disclosures to a 'responsible person`?

    A responsible person is someone whom a worker makes a disclosure to when they reasonably believe that the wrongdoing relates (solely or mainly) to the conduct of a person other than their employer and to something for which the responsible person in question has the legal responsibility for.
