Temporary water connection

I've been waiting on DCC and Irish Water for over six months for my water connection to a new build. Doesn't look like it'll be anytime soon and I need to move in to the house. Am I ok to connect my mains waterpipe to an external mains waterpipe at an external tap from the adjoining property?
I'm not aware of any rules or reasons why this shouldn't be done to help me out in the short term.
DCC won't schedule the works to be carried out until their inspector checks out water tank and system. He's not answering his phone or emails the past few weeks and no one else can deal with it.

AFAIK you are ok taking a feed from your neighbors mains on their property. Not ok to take feed from councils end on the road

I could insulate it I suppose. It's only over a distance of 5 metres and until November. I hope!

If you can't get this guy at all, and are waiting six months, what makes you think it will be done for November?

An above ground pipe from a tap will be near impossible to protect from frosts.

I'm relying on Irish Waters continued insistence that they will get back to me to fix the situation. I don't really have an option to connect the waste but the water I can.

I can protect pipe with an electrical frost tape and in if needs be.

I also just got off the phone with DCC who daid they have no problem making a temp connection while waiting for the inspection and also Irish Water sort their poor service out.
