    If your system is zoned then there is most likely a thermostat fitted to your cylinder.  Look for a small white box approximately 2/3 of the way down the cylinder, with a dial.  See what it is set at, and reduce the set point as required.

    Sounds like your system is not zoned, if it is as you describe.  Could be a few things:
    1. your immersion is somehow turned on.  Try isolating it at the electrical switchboard to rule this out.
    2. the lever you mention is not fully open, and you are only routing some of the hot water to the radiators, so there is more water going via the cylinder, and thus heating it up more.  Make sure this valve is fully open (for example the lever isn't loose on the valve spindle).
    3. the thermostat in the boiler is faulty, and the boiler is heating the water too much.  Hard to rule this out without getting a plumber, but maybe check the pipe coming out of the boiler to see if it is extremely hot.
