Cavity wall beads spilling into home

Hi there we recently (1 month ago) got our home insulated with bonded bead cavity wall insulation. But have noticed on windy days our upstairs hall is filling with the beads. When I pulled back the skirting board it was full of dry beads - I thought that the cavity was supposed to be filled with beads that are glued together. Now I understand that not every single bead will get glue but this is way more than a handful it's the the whole length of the wall.
    My question is
    1. Should these beads be bonded/glued
    2. Is there any way to check the rest of the house?
    3. If there is an issue who should I contact?
The SEAI as I git the grant from them or the contractor who left my house looking like it was shot at during a gun fight in Beiruit in the 80's

Did you by this house or build it?

This is a wall continuity problem.

Where the beads escape must be sealed.

There should be concrete blocks or some other form of solid wall behind your skirting board - what happens when you brush away the beads that are behind the skirting?

Can you take a picture for us?

We bought the house it was built in 2002. Looks like a gap in the brickwork behind the skirting...!!!!

But should I the beading not be glued?

Building fabric problem - not bead installers problem
