    Question: What was life like before planning laws (pre 1963)

    Could someone really just build anything, anywhere (well, as long as they owned the land) and if so why were there not monstrosities built everywhere?

    There were "by-laws" in cities and towns that kept some level of control.

    I'm only guessing regarding this but I'd imagine there wasn't much money anywhere else in the country thus ensure the monstrosities were usually relatively small.

    People hadn't the means or money to waste on monstrosities, plain and simple. Of course there are lots of cases where people with lots of money built follies, but the general public couldn't afford it, even the mortgage generations didn't start until long after the introduction of the planning act.
