A friend has applied for GRADE 2 in County Council but has 5 years proper work experience. If he gets this position will he have to start at the bottom of the scale which is 26,000e. He is on 40,000e now but wants a permanent pensionable job. Would the Interview board take this experience into account.

    Dunno what a grade 2 is...but...
Experience is not taken into account by I review boards as interviews are competancy based and marks are only awarded based on interview performance and answers...
If person is not already as public servant they will start on min of scale...if they are already a public servant then they MAY get some credit and start higher up scale. generally assessed on case by case basis

He is not a Civil Servant. The pay scale starts at 26000e but as he has so much experience he is not prepared to take that amount. It would suit him perfectly if candidates were assessed case by case basis. It is an Interview, there is no exam involved only an optional oral Irish.

Case by case for EXISTING civil or public servants....if non existing they will start on 26k..experience will not count...
but by all means do interview and see what happens...

There is no negotiating the salary. Only if he is a serving public or civil servant prior to accepting the appointment would he start somewhere else on the pay scale. Otherwise all new entrants start at the start of the pay scale.

no such thing as a grade 2. Grade 3 is lowest grade in Council on admin side. Grade 1 and 2's were amalgamated into grade 3 roles about 20 years ago.

OP didn't say it was on the admin side. There is such a thing as a "grade 2" - a Grade II Technician which has a starting salary of about 26k i.e. the figure quoted by the OP.

To answer the original question, it's highly unlikely that your friend would start on anything other than 26k. If he turns down the job because he's not offered enough money there will no doubt be a good candidate behind him on the panel glad to do it for 26k. That's assuming your friend even gets on the panel, nothing is guaranteed. Big competition for these jobs now. He's not the only person with the idea of getting a badly paid "permanent and pensionable" job (even if it turns out to be a temp contract and the pension for new entrants is crap)

You start on the base of the scale when coming into the public service as a newcomer.
The previous experience will help him gain the job, but will not allow a gain in salary.

Its worth noting, that when his pension contribution & levy are taken out of the 26k salary.

Thanks for all the replies. BrianD, you are correct I never mentioned admin. It was a Grade 2. A Grade 1 is higher!!

What would someone be taking home on this salary ?
