Water heating boost not working

I have dual day and night electric meters in my apartment. Usually water is heated automatically in night to save up day usage. But given winters are approaching and at times we might need to use "Boost" switch for an hour or two. Currently the boost system do not appear to be working.
Had few guests and all hot water was finished by evening so i turned on Boost for 2 hour at 7 PM but still got cold water at 10 pm last night.
However this morning we have hot water again.
So i suspect issue is with Boost switch.
Will i be charged for electricity during Boost period given Boost is not working?
And is it an easy fix?
