N25- outside New Ross from Rosslare - help up last evening

On way back from Ferry last evening about 5.30 got held up fora about 20-25 mins outside new ross but an awful lot of traffic was let come through on the other side! All it was apparently was road surfacing, no signs no explanation for long delay. A nice welcome for the tourists. Or is it more complex than just a stop go…
