Help: PVC Window locked slightly open!

    I need help, our PVC windows can be locked slightly open a gap of an inche or 2, this morning i locked it like this but it didnt click. When i checked to open it back up its stuck. The handle is down fully. So i can only access 1 of the 2 screws to take handle off. The lock button on the handle wont even push in to release the mechanism. Help, what do i do?
    The window is brand new by the way.

    Does your handle lock have a key?
    My handle lock button has a key to permanently lock it from the inside.From time to time it has somehow locked without the key and we have to look for it to unlock it.It will lock the hand in the down position obviously whether it is open or closed.

    its locked in the down position (closed), we have the key but it wont turn now

    I had the same problem some time ago with a window handle lock. The window was also locked in the "inch open" position. I found that by jiggling the key around, I eventually got the key to work which let me open the lock on the handle. I didn't use the lock on the handle after that and then I replaced the handle.
