Issue with the App Store.

Since last Saturday I've been having issues with the App Store. I'm using an iPhone 6 and iOS 10 (downloaded iOS 10 last sept not updated since). Worked fine til last Saturday.

Firstly it says all the apps are up to date when I know they are not.

Secondly it won't let me download any apps. it has the cloud symbol and briefly looks like it is going to download then stops and a message saying "you've already purchased this so it will be downloaded now at no additional charge" appears and then when I select ok, nothing happens.

This happens for free apps by the way so there is no charge in the first place!?

I have hard reset the phone a number of times. I have signed in and out of my Apple ID multiple times. I have cleared the cache in the App Store itself. I changed the date and time to a few weeks into the future and then back to automatic time (suggested as a possible fix online). I have free space on the phone by the way. All to no avail so far. My Apple ID details all seem correct and up to date.

    Anyone any suggestions?

I suspect that will have to be done at some stage but If I could get the App Store back working without updating I'd prefer it. As I say, it was working fine until Saturday so I'm puzzled as to what caused this. It doesn't seem to be anything in the cache as I've done hard reset and cleared the cache of the App Store itself.

I have seen it probably once before with our iPhone fleet and the update cured it, couldnt get an answer from apple as to what caused it tho.
