You need a certificate of destruction from a licensed breaker to have it officially listed as scrapped with Shannon.

If it's just an average joe who is breaking it then just put his name and address on the change of ownership section and send it off to Shannon. Once he receives the new log book then it's his obligation to get the certificate of destruction if he wants to scrap it.

That's the problem he didn't give me his name and he won't answer any of my attempts to contact him

You're in a spot of bother so. Selling a car to someone who won't give you his name and address to transfer it over to them is always going to be trouble. They could do with the car's registration and it would all come back to you as the registered owner. I'm not sure how you're going to sort this mess out now. Maybe contact Shannon.

Not aware of any way of registering it as scrapped when you don't have a certificate of destruction. And nobody is going to issue you a certificate of destruction when you no longer have possession of the car.

Any speeding fines, toll charges, etc, will come to you.

Do you have any proof that you sold it?
