Damp coming in under external door

I had building work done last year and new patio and patio doors installed by the same builder. However the area in the kitchen, inside those doors, has now been found to be quite damp. When I lifted the line at the back door, the glue was not properly set and I found 2 centipedes under it. I think I have found all the problems, but before I go to the builder, any advice would be very welcome, as I am no expert at all.

    - The patio tiles are 4cm higher than the kitchen floor. From what I am reading, this shouldn't really happen. Am I correct?

    - There is no sign of a damp proof membrane, or any plastic, under the back door preventing water getting in. I assume there should be one?

    - There is a cavity under the door frame. Is this okay?

    - To fix the problem, what is the best solution? I think at a minimum I need to get the builder to dig down on both sides of the door frame and install a DPM, and reinstate the patio tiles lower than before. Am I correct? Should I employ an architect this time to check it is done properly?
