Do these lights have extra features?

We just received for a house this weekend and I am trying to figure out how it works. We have a lot of down lights, usual standard fitting. But we also have two that have a much larger fitting, albeit the same size bulb. Pic is attached.
Have you seen these before? Do you know what they are for? I pushed to see if they tilt, but they didn't move and I didn't want to force them.

I'd be swapping out the halogens for LEDs too.

Thanks. Sorry for being dense, but how do I pull them down?

Thanks. Is that just a matter of changing the bulb or do I need to change the holder/fitting also?

If they are gu10 style you can just change the bulb. I've found the Ikea led bulbs good.
