I think I recall a rep here saying they don't promote the addon

Yeah, you'll find it if you look through this page: https://n.vodafone.ie/shop/pay-as-you-go-plans/add-ons.html

I guess they don't want folk using the add-ons instead of the top-up offers so don't promote them as such but they make sense for light users.
