    Bluebottles aren't attracted to Hebe. Is there anything in or under the shrub that may attract them.

    There may have been something, a dead bird or mouse for example, and the bluebottles are hatching.

    Otherwise, I'd be inclined to look closer and see if you can find something rotted in there.

    Mr Google seems to think the main plant that attracts flies is euonymous.
