Builder removed sewer air vent pipe from garrage?

Can anyone give some advice regarding removing a sewer pipe air vent from our garage?

We have a pipe that vents gases from the sewer below that runs up from the ground and out though the roof of our garage. We are in the middle of getting the garrage roof replaced and the builder has disconnected the pipe and installed the new roof without leaving anywhere for the pipe to be reconnected and vented out.

It's an older house (1970s) connected to a main sewer line and all we know about the pipe is that about 25 years ago the previous owners were complaining about sewer smells so the council installed the pipe and the smells haven't been an issue since.

We are worried that simply removing this pipe could leave us with sewer smells in the garrage. Can anyone advise if that would be the case? Is it ok to remove a pipe like this now a days? Should the opening in the floor be sealed off or should we insist that the builder reinstalls the pipe?

    Appreciate any advice.

    Thanks a million!

I don't know what sort of builder would leave it like that. Why did you accept that solution? Get him back to fix it. It could be very dangerous.
