Applying to jobs online - 'application ongoing.' Normal?

    Hi all,
    I have been applying for jobs back in Dublin. I am applying from London. One thing I have noticed is that on various online portals, some jobs I have applied for have 'application ongoing' on them. This is after the job has been removed from their vacancy page and about 2-3 weeks have passed.

    Is this normal? Or is it basically a 'thanks but no thanks' that they haven't got around to yet?
    I have also applied to a number of jobs in EU institutions and the same thing has occured but it is now over 6 weeks! I know I should probably email them but is this normal?
