Advice on front carrier options

I'm looking for advice on front carrier, not for panniers but just to spread the load on bike when touring to carry stuff like tent / sleeping bag, etc. Can anyone suggest options and where I can get one?

First thing to consider is are your forks strong enough and do they have suitable mount points?
Second thing to consider is that low-rider paniers will be more stable than a high bag.
Third thing to consider is fitting a handlebar bag instead.
Velo Orange do a decaleur rack though it's not cheap.
