You must have an awful lot of clothes

I can't imagined the insulation value of a shipping container would be great... maybe if you put everything into sealed bags they might survive.

Damp is a huge problem in them

I think if you racked it out right and kept everything away from the walls floor and roof, you could do it. allow loads of room for air to move between layers.
then get a dehumidifier and a few fan heaters going inside.

secure a layer of pallets to the roof to to create an air gap and cover with a tarpaulin . this will reduce the damp created when the frost is there

it can be done . I know someone who dries timber like this . it is a lot of work for clothes.

    I think it's a bad idea.
The clothes will get damp and musty.

I have a shipping container myself and the single metal skin has huge condensation issues with temperature fluctuation outside.

By their nature they have no ventilation at all.

Are you approaching this as renting a container somewhere and storing them for long periods of time, or buying a container and using it as a walk in wardrobe?

The container will work just fine if you double bag in high quality vacuum bags
