Simple notes and lines on scanned drawings W10

    Is there anything on Windows 10 MS Office 2013 that would allow me to make simple notes, boxes, draw straight and curved coloured lines, outline areas, make simple title blocks on scanned drawings. If not there is there any free 'CAD for Dummies' that I could use?

    LibreOffice Draw (part of LibreOffice suite) should let you do it. Insert your image, draw what you need, export to pdf, done!
