If someone were to have a cracked windscreen at the moment and did not have windscreen cover on their insurance..could they wait until their insurance was renewed with a different company next week and have the windscreen replaced the following week?

There is also some debate on the Insurance forum as to whether you should bother claiming

Some posters saying it can affect quotes

The difference here is that he cannot claim because he didn't have the cover when the event happened.
