I own my house outright. Is it possible to get a mortgage for a fraction of the value of the house?

It will be dependent on your income and the purpose of the mortgage. If you qualify income wise and it's for home improvements then you probably would have a good chance but any other purpose might not be so easy and some downright impossible!
