Buying From Wholesalers

One of my classmates told me about buying smartphone accessories and selling them online. He was young, 17 - 18, I don't know if he had a registered business, or wether or not he had an the european equivalent of an EIN. What do I need to buy from a wholesalers, both foreign and local?

He's probably just buying from aliexpress and reselling them. It's pretty straightforward to do.
