Public Sector Scales

I work in the voluntary sector and am paid according to HSE scales. I took a position a few years at a lower point on my professions scale - hard times and lack of opportunity being the reasons. At the moment given the availability of positions, I'm looking at jobs and wondering if I can now be payed commensurate with my level of experience. So, if I go to another voluntary body, can I attempt to negotiate a higher point? Obviously this can be done in the private sector, wondering how it works here...
