Looking for help to replace (very) old desktop

My dad's old XP desktop has finally died. He sent me a mail tell me he was thinking of getting a PACKARD BELL iMedia S 2984 in PC World.
    This consists of
    Windows 10
    Intel® Pentium® Processor N3700
RAM: 4 GB / Storage: 1 TB HDD
    With built-in WiFi
    Tons of bloatware (I'd imagine)

I was thinking that once it gets a few updates and service pack it'll slow right down. If he starts seeing an egg timer on his new PC he'll go nuts. Will he need a better PC than this? Or can he do better than for the 370 or there abouts.

    1. What is your budget? Not sure. Don't want to go much higher than the 370 above. But if he has to...

    2. What will be the main purpose of the computer? Surfing

If gaming which games? Halflife 1 & 2

    3. Do you need a copy of Windows? Yes

    4. Can you use any parts from an old computer? No

    5. Do you need a monitor? No

    6. Do you need any of these peripherals? No

    7. Are you willing to try overclocking? No

    8. How can you pay? Credit Card

    9. When are you purchasing? now

Thanks in advance for all the help,
    John

No connection to these people, www.greenit.ie but I got a very nice pc from them and great service. They are having a stock clearance atm.
    Just a thought.

EDIT; you may have to friend them on FB to see current offers.

Laptopsdirect are pretty decent, you can check Amazon either.

EG this is four times faster than that one you're looking at for the same money, more or less.

Whatever machine you buy, make sure it comes with an SSD.

He'll probably never have to complain about slowdown again.
