Odd issue with Skype

So I can skype a neighbour locally and can get incoming calls ,no issue however when I skype a friend in Dubai, she cannot hear me though I can hear her. . She says her Skype works fine with all her contacts. I have reinstalled the app with the latest version. Eco test indicates all well on my device. Has anyone come across this odd issue ?

More recent Skype version does not play well with previous versions ...... does she have the more recent version?

Well after much research and head scratching I found the cause of this issue, a State actor :

Case closed !

I cannot fathom that.

She says she can use it with other contacts.

Interesting aspect of this issue was after reinstalling Skype and the issue persisted, I deleted all my contacts in Skype, called & added contact name. Then the video call worked ! (That was in the Windows laptop to laptop environment). However she now tells me that neither she or any of her colleagues can get Skype on their mobile devices.
