Is it legal if you are living in Northern Ireland to buy a gun in Ireland without a license and bring it up to the north with you?

If you can satisfy the requirements of the VCRA* to show that you are eligible to avail of the 'skirmisher defense' in attempting to import a RIF** into UK jursidiction, then yes. Otherwise no.

The fact that you are asking this question implies that you are trying to get around the VCRA. In which case the answer is probably "no".
