I want to get two action cams for developing video content... I'd like for the to record symiltaniously so that I can set up scenes such as one camera facing out of the car at the road ahead & one facing into the car, and being able tow switch views easily when editing. They should be waterproof & cost effective. Go Pro is just too pricey...

Would I require an additional microphone?

If you want good audio quality, you'll probably want a mic other than built-in ones. If the audio Judy needs to be there, test it first with the built-in and see if you need the external(s)
If you're using audio and video from multiple sources, be sure to look up methods for sync'ing the audio. (In case it's new to you)
    Good luck

I know you don't want a GoPro but the original Gopro Hero Session is very good. I got one recently and it's very small profile, 1080p, waterproof without a case and has decent sound quality with the built in mic. They can be gotten for under 180 euro these days. I've owned a few GoPros before this one but it's certainly my favourite.
