How do I go about learning the two above things?
When google it I get a lot of results around Etsy style jewellery.
I want to learn to design and make silver jewellery like TheGreatFrog and Chrome Hearts for example, streetwear related jewellery.
How do I go about learning this?
What are the starting costs like?
What good courses are there in the west of Ireland?

There is a course in Limerick College of Further Education that teaches jewellery and art metal craft. Can't say anything about it first-hand, but they'd be learning things like design, soldering, sawing, forming, polishing, stone-setting and all the basics of more traditional techniques as opposed to 'etsy-style' stuff. Might be worth contacting them to see if it fits the bill of what you're looking for.
