Moved to a new house and unable to get hot water.

It's on "boost" for last 3 hours and still cold water. There is an orange light when it's on boost.

Any idea what could be wrong?

The immersion element may be burnt out or else the overheat thermal cut-out on the thermostat needs to be re-set.
In order to check them you really should have a multimeter.

I will tell my landlord and better use cold water tonight to be on safe side.

Turn off the boost and rotate the clock dial until the light comes on, timer will be indicating somewhere between 01.00am and 08.00am.
Leave it on for an hour and see if you get some hot water. If you do, you can leave it on for another hour or so to get more hot water, then rotate the time clock to the correct position to generate hot water for in the morning.

This is what I did an hour ago & got hot water! :D
Played with the "mind" of Timer that its midnight and it started heating up. Now i have set up the time back to real time.

So how to fix this issue? There is no use of "Boost".

There are night and day meters. Could it be due to that?

Set the time clock to the correct time, but advance it by one hour.
That should sort out your initial hot water requirements. As for the boost, you have two separate heating elements, one for off-peak cost heating, the other is the anytime boost. See my earlier reply and get the landlord to get it looked at.
Issue is definitely not related to the off-peak meter.
