Bannister Rail on Stairs Loose - how could I secure ?

    I'm looking for some advice on how to fix my stairs bannister which is loose. Sorry I don't have the terminology, but the square base of the newer is fine, it is at the point that the post becomes cylindrical that the movement occurs. You can shake the bannister at the top of the stairs and as you move down the stairs the hand rail is loose.
    I was think of maybe getting a metal strap and put around bannister at the top and then tighten as much as possible and screw on wood floor at top of stairs.
    Any suggestions how to fix please ?

    In the photo the bannister will just look normal - but the bannister on top of stairs is not steady and moves if shaken - then the whole hand rail coming down the stairs moves if shaken. Thanks
