I can handle paying standing charges for my Gas and Electricity. These are necessities.
Paying standing charges to have someone order me to recycle, and then charge me for it, is beyond ridiculous. I'm thinking of burning my rubbish, which can be easily done. And at no cost to me. Save the environment? Give me a break! You screw me, I screw the environment.

On that basis, not having rubbish pile up on the side of the street, with the associated health implications, is a necessity.

Standing charges are to pay for the overheads and having the truck go around. The lift charge / per kg charge is to cover the marginal cost of collecting, processing and disposing of the waste.

Until you / your family / your neighbours get cancer from inhaling the carcinogens. That won't happen today or tomorrow, but years down the line.

There will be a cost, the fine the courts will impose when your local council prosecutes you for burning rubbish which is illegal. And don't expect a friendly wave from your neighbour when he's choking on the noxious fumes blowing into his back garden.
