Road Bike Hire - Waterford (Dublin at a push)

I have a friend from Holland coming over in August and we plan to cycle for a couple of days around Waterford. Does anyone know any places that would have half decent road bikes to rent in Waterford city? If I can't get anywhere then where would be best in Dublin?

Thanks guys. I think he'd need an XL frame as he's about 6'4".
